Restrict access to Business Transactions

I am unable to get my staff to create invoices or Purchase orders on Saasu. Giving them access to sale & purchase, gives them access to all sale & purchase transactions incl personal or business expenditure. Is there anyway we restrict visibility to all other transactions besides Invoices or PO created by System ?
